Tough restrictions in US portsUS releases interim security rules01 July 2003
US Government to deny entry, delay or expel ships that fail to comply with new security laws. The US Department of Homeland Security gives the international and local maritime industry three weeks to comment on its tough new security regulations, Fairplay news reports. The rules "intend to implement strong Port State Control to aggressively enforce these regulations including tracking the performance of all owners, operators, flag adminstrators, Recognised Security Organisations, charterers and port facilities", according to background information published with the rules. The interim rules say they "encourage both the vessel and the facility operators" to deal with the issue of shore leave for international seafarers, many of whom have been banned from coming ashore under stricter security-related rules enforced since the September 11 terrorist attacks.
