First Ever Maritime Agreement in East Tmor

ITF and MUA delegate in East Timor, Mick Killick, reported last night the first maritime trade union agreement was reached in the 500-year history of the former Portuguese colony.

Speaking from his base near the waterfront in Dili, Mick told MUA WA Deputy Branch Secretary, Wal Pritchard, that the agreement with the Australian-based company Perkins Shipping covered their 18 permanent workers who at this stage work primarily in the discharge of cargo onto the Dili wharves.

"The in-principle agreement covers not only a wage outcome' said Mick 'but also the

essential matter of training in all basic stevedoring duties with the emphasis on OH&S."

Later training in sea-going duties on the vessel "Fourcry" was not ruled out.

Also discussed was the concept of a registered pool of labour for the casual workforce similar to previous operations in Australia.

"That may be down the track but the new labour code in East Timor prohibits individual agreements covering casual labour", Mick reported.

Wal Pritchard stated that Mick was accompanied by local labour representatives throughout the talks including the President of the country's peak trade union body (KSTL), Zitu da Costa.

"Against all odds the local trade union representatives have been instrumental in the construction of the new labour code." he said. "It's ironic that in an increasingly globalised economy, the world's newest country should lead the way in anti-casualisation legislation"

"This development is fully in keeping with the principles of north/south trade union cooperation discussed at the recent International Mining and Maritime Conference held in Newcastle, NSW, last week".
