Unique Stevedoring Enterprise Agreement (KBT)01 October 2002By Terry Buck - WA State Secretary
Members employed in stevedoring at the old BHP facility in Kwinana, recently negotiated a new enterprise agreement with the Fremantle Port Authority, following the Authorities (FPA) purchase of the Kwinana site. The FPA were supported by the current West Australian Government in their desire to re-enter stevedoring to provide options for the Government to value add to commodities that will be shipped through the berth. This has some merit as it potentially raises employment prospects for the Kwinana region which has been in decline for at least a decade with youth unemployment figures being at the apex of the states jobless figures. The workforce at Kwinana consisted of 8 permanent operators, 4 GWE's and 1 supplementary. The new agreement provides for the permanent number increased by one from the GWE's, the remaining GWE's being transferred to permanent jobs in the FPA's Port Operations and Services areas with the remaining supplementary provided with casual work on a more sustainable level in the KBT land based group who are covered in the port operations and services agreement. The permanent labour will work a 3 day, 3 night, 3 off set roster in salaries for the first time at Kwinana, they were formally on a wages and overtime arrangement. As a result of the 3x3x3 roster shift notification problems were resolved, all labour will be notified the shift prior whether the shift to be worked is either a 7 hour or 12 hour shift in a counted hours arrangement with 1575 hours to be worked annually. Each three man team will provide the supervision and unloader manning, all supplementation will come from surplus members in Port Operations and Service, when they work in stevedoring they will be paid either a shift loading or overtime, reflecting stevedoring rates of pay. A redundancy/redeployment provision is included with a ceiling of 70 weeks of salary based on four weeks notification and three weeks pay for each year of service. The agreement also will include the Authorities Maternity/Paternity provision of 14 weeks of pay. The agreement is due for implementation in the second week of November and realises a distinct, unique approach to stevedoring operations.
