The Seafarers International Research Centre at Cardiff University, Wales reports a new trend in thinking on labour in the shipping industry Director of the SIRC, Professor Tony Lane, suggests that greater thought about the workforce among employers is an "encouraging" trend, Lloyds List reports He notes a greater concentration on the human element and the contribution seafarers and ship operators make towards safety and efficiency. The International Safety Management Code aims to codify "unambiguous chains of responsibility linking ship and shore personnel", which Professor Lane says is a step in the right direction. This and initiatives from the International Maritime Organisation and International Labour Organisation, on fraudulent certification of seafarers and labour standards, "emphasise the shift towards seeing labour as an asset to be nourished rather than as a cost to be minimised". Professor Lane believes this may point to a revival in progressive change in the industry, with partnerships and social dialogues between management and labour. But the industry still suffers from "pariah" owners who show scant disregard for their crews and often operate structurally unsafe ships.
