Labor pledge to review cabotage23 May 2007By MUA media - The Shadow Minister for Transport, Roads and Tourism, Martin Ferguson, renews pledge to review cabotage in line with the findings of the Independent Review of Australian Shipping (2003). The media release follows:
May 22 2007 Federal Labor's review of cabotage is in line with industry requests Labor is committed to high standards of national security, quarantine standards and safety in Australia's shipping lanes and ports. We are also committed to a strong, efficient domestic shipping industry that offers fair pay and working conditions to Australian workers and the responsible use of single and continuous voyage permits. It was a Federal Labor government that first liberalised permits for foreign ships and crews on the Australian coastline to help industry in times of peak demand and to increase competitiveness. As a major report to the Howard Government shows, it is time for a review. In government, we will undertake a review of coastal shipping policy as requested by the shipping industry to improve the efficacy of the current cabotage regime - with the objectives of sustaining a viable and efficient domestic shipping industry, decent wages and conditions for working Australians, responsible use of single and continuous voyage permits, and safety and security in our ports and shipping lanes. On 26 February 2007 the CEO of the Australian Shipowners Association, Lachlan Payne, wrote to the Shadow Transport spokesman, Martin Ferguson, asking for the ALP to take on shipping policy at the 2007 election, including the possible incorporation of issues raised in the "Independent Review of Australian Shipping" (September 2003.) http://mua.org.au/journal/julaug_2004/strategy.html and download report at: http://asa.com.au/upload/news/IRAS%20Blueprint%20Final.pdf That review was undertaken by the Hon Peter Morris, a former Labor Transport Minister, and the Hon John Sharp, the first Transport Minister of the Howard government, and states: "The provisions of the Navigation Act 1912 that regulate the conduct of coastal shipping should be reviewed." The fact is the Australian shipping industry has concerns about Australian coastal shipping and the Federal Labor Party intends to work with industry stakeholders - openly and transparently - to address those concerns, many of which are articulated in the Morris/Sharp review.
